Medicine Hat Minute: Issue 215

Medicine Hat Minute - Your weekly one-minute summary of Medicine Hat politics

📅 This Week In Medicine Hat: 📅

  • There was a Special Council meeting on Friday, July 25th, to address a confidential personnel matter. The meeting was announced the day before and was conducted virtually. The agenda included only one item - labeled simply as a personnel matter - with no further details disclosed. After opening the meeting, Council immediately moved into a closed session that lasted approximately an hour and 15 minutes. Mayor Linnsie Clark later returned to announce that no public decisions or outcomes would be shared following the discussion. The meeting then concluded without any additional comments or resolutions. No insight was given into the nature of the issue discussed.

  • Council has until October 1st to respond to 70 recommendations stemming from a municipal inspection report ordered by Alberta’s Minister of Municipal Affairs. The 207-page report identified issues such as Council members crossing into Administrative roles, fractured leadership, and procedural breakdowns during meetings. The inspection, prompted by Council in 2024, found governance in the City to be “irregular, improper, and improvident.” Key recommendations include improving meeting procedures, restoring communication between the Mayor and City Manager, and revising Council orientation and strategic planning. The inspection emphasized that the root of the City's challenges lies not in legal non-compliance but in damaged interpersonal relationships and poor communication. Council must publicly review each recommendation and decide whether to adopt or dismiss it, with detailed justifications and a formal action plan submitted to the Province.

  • Council has narrowly voted 5-4 against proceeding with the creation of a Municipally Controlled Corporation (MCC) to oversee the City’s energy operations. The proposed MCC would have managed electric generation, distribution, gas distribution, and energy marketing, with a $4-million budget pulled from the energy transition reserve. Opponents, including Councillor Shila Sharps, argued that the decision was too significant and expensive to make just 97 days before a municipal election. Concerns were also raised about diverting funds from essential infrastructure projects like roads and recreation facilities. Some Councillors suggested exploring a mock version of the MCC before committing real taxpayer dollars. The rejected proposal followed a public hearing where residents expressed concerns about privatizing gas assets and the overall direction of the energy strategy.

  • The City has introduced six new free parking stalls in the Towne Square parking lot to support downtown accessibility and business activity. These stalls, located in the southeast section of the lot, are available for two-hour free parking on weekdays from 8:00 am to 6:00 pm. Outside those hours and on weekends, parking in the entire lot remains free. The initiative is part of a broader effort by the city’s Economic Development Department to create a more vibrant and accessible downtown. The goal is to remove barriers and encourage people to spend more time exploring and engaging with local businesses. The program will remain in effect until the end of 2026. Clear signage marks the designated free stalls for weekday use.

  • Alan Rose has officially entered the race for Mayor in Medicine Hat, becoming the first candidate to declare ahead of the fall civic election. Rose previously ran in 2021, finishing third behind Mayor Linnsie Clark and former mayor Ted Clugston. Rose emphasized his desire to build a Community Advisory Board and ensure Council decisions are well-informed through thorough research. A longtime resident with a background in education, business, and the energy sector, Rose says he feels a deep personal responsibility to give back to Medicine Hat. He aims to attract more industry and opposes the idea of the city becoming a retirement hub. One of his key proposals is pushing for the Wildhorse border crossing to be upgraded to a commercial port to boost trade and local economic growth. Rose says he’s ready to serve full-time and hopes to help young people have better opportunities than he did.
