Medicine Hat Minute - Your weekly one-minute summary of Medicine Hat politics

📅 This Week In Medicine Hat: 📅

  • Happy Thanksgiving from all of us at Common Sense Medicine Hat. We're grateful to everyone who supports our work, especially our loyal Medicine Hat Minute readers. We hope you're enjoying a lovely long weekend with family and friends.

  • City Council approved an Amazon-contracted package delivery hub at the former Ogilvie Flour Mill and the rezoning of two motels for long-term residential housing at its October 5th meeting. The hub, at 1222 Allowance Avenue SE in the South Flats, is expected to operate seven days a week and serve customers within roughly a 30-minute drive of the city. Two tractor-trailers are expected to arrive each morning around 4:00 am, which planning staff identified as a potential noise concern for the low-density residential neighbourhood directly across Allowance Avenue. Council also rezoned the Ranchmen Motel on 16th Street SW and the Sun Dek Motel on Gershaw Drive SW from commercial to residential use, although staff noted the Sun Dek sits in the West Employment Sector, where municipal policy generally discourages residential development. A representative of the Ranchmen's applicant said the property already houses seniors, students, and lower-income tenants on extended stays, and that financing to renovate the units into self-contained suites depends on the site being zoned residential for affordable housing. Mayor Linnsie Clark called the projects a win for the city, saying they repurpose existing properties while adding lower-income housing.

  • The City of Medicine Hat has 53 registered takers for its request for proposals on a new outdoor aquatics facility on the city's south side. The request, issued September 29th, seeks a multidisciplinary consulting team to handle planning, engineering, design, regulatory approvals, public engagement, procurement, and construction-phase services for the project. Most of the interested vendors and contractors are based in Western Canada, with others from Ontario and Wisconsin. The proposed Southside Aquatic Facility is planned as a destination-style outdoor pool, similar to large builds in Lethbridge, Moose Jaw, and Regina. Bidders have until October 23rd to complete the required questions, and the request closes on November 3rd. Council voted in September to enter negotiations to acquire land for the facility, after the previous Council approved $3.9 million for initial design and engagement on the pool and on multi-sport fields in Brier Run. Earlier estimates put the two projects at more than $50 million without third-party funding, which could raise local property taxes by as much as 12.5%.

  • The Mustard Seed has applied to the City to rezone 514 South Railway Street SE for a 50-bed emergency shelter that would stay open 24 hours a day. The Calgary-based charity has filed both a rezoning application and a development permit application, and the Municipal Planning Commission is set to review the proposal on October 21st. The vacant former Fountain Tire building would also house a commercial kitchen, laundry, showers, and health and wellness programs open to the public, and the charity claims it will not be a drop-in centre and will not allow substance use on site. It promises regular patrols, monitored security cameras, and a direct phone line to the shelter manager. The site would replace the charity's 30-bed shelter at 737 Eighth Street SE, which dropped back from 50 beds when a $250,000 provincial grant ended on April 1st. The Medicine Hat Community Housing Society counted 136 people experiencing homelessness in the city on the night of October 22nd, 2025. The Mustard Seed withdrew an earlier application for a city-owned site at 2055 Saamis Drive NW in September 2025 after residents raised concerns, and its Community Impact Centre in the Flats closed in February 2025 following complaints from nearby residents. If the application is approved, the charity hopes to close on the building in November and start renovations in December.

  • The City's Governance Committee has decided not to change Medicine Hat's graffiti bylaw, leaving washable sidewalk chalk in the same legal category as spray paint. The review followed public discussion over whether temporary chalk drawings at public places like City Hall, or on private premises, should be exempt from a bylaw that sets a specified penalty of $1,000 to $2,500 for graffiti, with higher escalating fines in some cases. Children under 12 cannot be charged, but the bylaw, adopted in 2006, does not distinguish between permanent and washable graffiti. City Solicitor Benjamin Bullock said bylaw officers are expected to use discretion, and that in 20 years of prosecuting bylaw tickets he has never seen anyone charged for chalk on a sidewalk. Staff noted that no other medium or large city in the province explicitly exempts chalk from its graffiti bylaw. Mayor Linnsie Clark asked that the bylaw spell out the harms it aims to prevent, such as cleanup costs, so that enforcement turns on preventing a particular harm rather than on who is doing it or where. Administration instead said it will continue to rely on officers' discretion.
